The answer is, "whichever clan doesn't already have a strong yojimbo tradition so would not offend them by giving them more".

Imagine the Shiba's response to the Phoenix taking that deal for instance. Or the Daidoji.

Yojimbō for rōnins.
Lion Clan makes no sense. Like, they have all swordsman they would ever need. Crab won't ever lend money to someone unless they plan on asking for it back with taxes later... Which is a bad deal with someone poor and far away. Phoenix and Crane are out. Rōnin too.
Unicorn may do, but does not make that much sense. Same with Mantis.
I believe this to be a perfect fit for Scorpion looking for someone who may not be betraying them on their backs, or Minor Clans without a yojimbō school.

accepting unicorn students into mirumoto and kitsuki schools will go a long way into making the unicorn more widely accepted

The Unicorn are a solid choice especially since in old-canon they had a rule about needing to choose a spouse from at least outside the family and preferably outside the clan. The only downside is the family most known for twins is the one not wanting to let its women marry out of the clan.

dont think theyll really be able to blackmail the ruby champion from this? idk, already voted for unicorn clan anyway, especially since unicorn-dragon alliance is in the works and would help unicorn greatly which i like

The Dragon seek out koku from both the Unicorn and Scorpion. Unable to provide koku, the Unicorn instead send many strange and exotic goods to the Dragon, while the Scorpion send a small portion of their excess koku to help. In return, the Dragon send both Togashi and Mirumoto Yojimbo to the Unicorn and Scorpion Lands. ((Unicorn and Scorpion players may purchase the Yojimbo advantage for -1xp))
