Curious : on the Imperial Wealth discount on Round 2?

Since they already get +1 rank when buying it in the book, does that mean the 1st point of wealth is worth 3 ranks for imperial now?
If an Imperial already has 1 rank in wealth, do they need to buy another to get the new discount or does it effect retroactively (though not go into effect till round 2 of course)

So if I already have Wealth 1 <Giving me wealth 2> Then I do not get Wealth 3 automatically in Round 2, but if I buy a 2nd Wealth I will effectively have Wealth 4?
Just making sure I understand
