Kawacho is a small town controlled by the Soshi through a vassal family on the outskirts of the Shinomen Forest. The town is built near an area of very fertile land, producing notably abundant rice yields each year. The town is known for their excellent sake produced by their small distillery on the river.

The Highwayman
Local legends of a brutal Highwayman live on in the imaginations of the locals, who throw out successively more ridiculous claims at the sake house.
“If one travels after dark, the Highway-man shall surely devour them. Do not travel at night through the Shinomen.”

“Everywhere he goes, he leaves his mark. It looks like a crescent moon.”

“I heard the Highwayman is a wolf, perhaps a deer, possessed by the spirit of a lovelorn samurai.”

“It is said he eats the hearts of his victims to remain strong forever.”

Folks believe the Highwayman is some mythical monster, but the truth is it is just a bunch of bandits hiding behind a legend.
