Are the Mantis able to gain permission to construct an Embassy in Crane lands, either in Lonely Shore City and the Port That Never Sleeps?

Land territory allows for Crane control over them. But the Crane don't have a lot of land to spare.

The Crane have a lot of land, but few of it is usable rn.

Mantis often get their wealth, literally, from Crane coastal ships.

If I was the Crane, why would I let them move in and become vaguely respectable?

Yup. When the Mantis go pirating, they usually go after Crane ships.

Of the major clans with significant coastlines, Crane are the only ones that really do any seagoing trade. Crab ships are usually armored warships so trying to pirate those is a good way to just, you know, die. Phoenix do some seagoing trade but not to the same volume the Crane do (and even then, what are you going to pirate off a Phoenix ship? Scrolls? Religious artifacts?).

Perils of being the Empire's middemen. Almost all trade passes through Crane hands or lands at some point.

The Mantis are able to set up an Embassy in Crane Lands, helping repair relations with them and gaining a foothold on the Mainland.
