If we wanted to do artistic creations, do we have to pay for supplies out of pocket or will there be a way in game to borrow/procure the items? For training purposes of course
Bonus question: Is there a forge in the city?

If you ask a sensei for materials, they will happily provide you with them. Though, they will likely ask to see what you create later.
As far as the town goes, Hirosaka has multiple forges, but you don't need to go into town:

Not really. They won't be providing things like Jade, Crystal, Precious Metal, or Gems...but if you want to craft up a suit of armor? They will let you give it a try. After all, part of this is to see if the Empire is properly training their samurai.

Primarily made of wood with a few metal components (assuming you get the components bought and dont have to forge it yourself) would make it be wood on the TN table. The wood is cheap enough. I'd imagine 3 Zeni. TN 10, and would take 1 hour to carve.
If you don't have the metal components, that's an Engineering roll, TN15.
Metal components like gears and such would be a bit more expensive, around 6 bu. TN15, and would take 1.5 (rounded up to 2) days to create them.
Combining them would be Engineering TN 20, and would be finished after that.

How is Jewelry with gems going to be worked out for pricing? By the book we have:
Netsuke: Jewelry such as earring, ring, bracelet, etc. Price: 1 bu
This doesn't say what's used in it though - and as we know people often use gems as part of this. So, is the base price for it going to be 1 bu, or do we need to look into some kind of pricing for gems for (say) earrings?
Edit: Sorry some more Crafty ones!
1) How many crafting rolls can you do a day?
2) If it's more than one, does it need to be different projects or can it be the same project (so for example if one took 7 days could I do 2 parts of it in one day to count as a single day?)

we would need to look at pricing for gems. jade is common and costs 1 koku, so common gemstones would likely be the same. uncommon and rare probably 3 and 5 respectively.
Crafting rolls: it depends on how long an item takes to make. To meet a "Day" worth of work, you need to use 1 thread per in game day. Each timeslot is 2 hours for items that require hours. So, if you had something that takes 4 hours, you could post in two timeslots in a day to make it in that same day, but for something that takes 4 days, you would need to make 1 post in a thread every day for 4 days.
You can't double up on rolls in a day to lower the day cost, its more abstract time representation because it's no fun having all your posts in a day slot being ate up by rolls instead of fun threads.

I guess since we have artisan: Ofuda as a specific thing, we could have Artisan: Court Fans. Though if you want a design on it other than just a pre-made material/pattern, you'd need to also do an artisan painting or artisan: tailoring.

Could I make a windchime and have the Jade dust used in it like a sparkly coating?
