Haruki makes certain that the prisoners are secure, their weapons are away from their person, and they are not bleeding out.

The ronin are medically stable, unable to reach their weapons, and are all unconscious. They seem, at first glance, to be a typical ronin, but upon closer inspection, it is merely a disguise. Their clothing is much to fine for a normal ronin to wear, their swords in better condition. They have no mons or identifying marks, but one could surmise that these are a more underhanded group of people in employ of someone instead of just typical wavemen.

Haruki ponders on this, more clues to point that these people chose to come here for a specific purpose. Now to convey all of this to the proper authorities while only kids were around to give testimony. The Doji magistrates likely don't want any drama, and giving word to the Emerald Magistrates means giving word to the one who apparently hired them.
