thing is it's just a random artifact that has tremendous power; no one especially needs it which will be interesting
other than imperial crab is ok, dragon doesn't really need it i guess, lion is a maybe, mantis dont need, phoenix is maybe (already giving them a lot of favors tho tbh), scorpion is a no, unicorn dont really need it either, minor clans maybe, ronin would be interesting
honestly it'd be most useful in more militaristic clans who fight a lot so im favoring crab pretty heavily here

Giving it to the Crab would buy favours maybe with the Yasuki. Specially if they send the Daidoji to deliver.
Rōnin would be a dumb move. They don't have enough money to be interested on it and probably it won't be interesting plot-wise.
