Who does the Lion clan seek out for koku? They have little to offer in return except for promises of lesser hostility over territory disputes

Even though I voted for the Mantis cause money, I do find it humorous that I'm pretty sure the Mantis isles are the last territory the Lion would try to dispute.
Lion and boats aren't friends.

I voted for Lion purely because Mai has earned Akodo Eiko three times and will probably try grab him as an ally (and maybe by Tactician with my 7k5 Battle roll after I get my School bonus).

The Lion Clan will attempt to seek out Koku from all of the Minor Clans primarily, offering their promise of eased hostilities between them. Additionally, they will seek help from the Scorpion, offering the same deal.
