Can't you just use the supplied tool to calculate odds of rolling greater than X and then subtract from 1? That would give you the odds of rolling under with keeping the highest dice, absolutely. If you have a 70% chance of rolling equal or higher than X, then you have a 30% chance of rolling lower...
